Documenting Change
Much of the information in this issue of the newsletter has been sent to me by our Hawaii State TEAM
Leader Gary Weller, in response to my previous newsletter. Gary states:
"Preparations for using troops to deal with mass civil unrest on U.S. soil have been in the works for
years".
He then provided me with many predecessors of FM 3-39.40 (the link for which I provided to you in the
previous newsletter).
The earliest example that Gary provided to me was:

Handling Prisoners of War
What strikes me about this document that comes from the period when I served honorably on active duty
in the US military, is the TOTAL difference in culture and attitude between that time and now. There
existed at that time a Military Code of Honor, well understood by myself, my very close very military
uncle who had served in both WWI and WWII, and my WWI veteran father who was the oldest living American Legion Commander in the state in which I was raised.
In this document you will read standards of gallantry similar to that attributed to the Knights of
yesteryear. A long and established Western tradition. We lived it. We breathed it. None of this torture
(enhanced interrogation methods) spoken of in current documents. No pictures of blindfolded and
shackled prisoners being transported on their knees in passenger planes, and then kept in what would
have been considered open animal cages under the sun. My father would have been shocked by such
pictures. I of course am not - having seen them many times - but I am still shocked/greatly
disappointed/upset that it occurs in our nominally Christian society.
I remember well the German prisoners from the Second World War. I saw thousands of them. I regularly
met the troop trains and was disappointed when it was a prisoner of war train because it meant the
passengers wouldn't have money to send me on errands to get candy bars and cigarettes. Nevertheless,
just as with the troop trains, the prisoners, although few could speak English, hung chattering and
smiling out the windows, while their guards wearing MP armbands stood nonchalantly on the railway
platform. In today's modern world rapport between even civilians and police is not so kindly.

Do look at the document and see how the rights, comfort, and concerns of the prisoners were treated in
those days. Concerns to make sure that they were not overworked, and that they were paid for their
work. That the profits from the work itself went to canteens to provide amenities for them. That
respect was held for their NCOs and Officers. And on and on. Contrast that with today, where prisoners
who are known to be innocent are held without trial and with no prospects of being repatriated. The
conditions are equally harsh in many American civilian prisons.
I will not present here, Gary's list of other document's detailing the incremental changes between that
day and this. We can see where we began - and where we are now - which is not exactly where we may end
up - as change continues to take place.
Since St. Louis is presently on people's minds -
here is a two minute old St. Louis story/video.
If you listen carefully you will see that they are training
local troops for local work. Using the Army for domestic law enforcement is unconstitutional and is
forbidden under the Posse Comitatus Act of 1878, 8 U.S.C. § 1385. In this case, and in each of those
which follow,
where the line is drawn has become more and more indistinct regarding the Governors calling up the
National Guard/Reserve/Advisors and whether the "Instructors" are just training and equipping them, or
whether they are participating. This all blurs here in the homeland as it does this week with boots on the ground in Iraq and Russian Red Cross humanitarian aid going into the Ukraine.
As I write this - it is still too early to see where this is going to go in St. Louis. Months ago, in
my time table of upcoming events, I spoke of "the long hot summer" and potential events of this type.
I understand such events well. You have all certainly heard my stories about being under curfew when
Baltimore was burning and lying on the floor during the shooting in San Francisco. Been there - done
that. Don't want to be in the cities when it eventually all comes apart. Martial law would be good - or
at least better than anarchy - but I suspect there will be a lot of both in the run up to the
cumulative event.
For years I have spoken about the prophecies of race riots in the cities causing the streets to run
with blood while fearful weapons of destruction rained upon them from skies. Some event, like the
assassination of a black president, will eventually cause that reality.
It is obvious that the Powers That Be are preparing for that eventuality/probability. The American
Economic Dream of past decades is fading - especially for the black community (look at Detroit for but
one example) and you can see the need for the government to prepare for social disruption if they are
not going to do anything to resolve the problem.
Here is an article in the
May/June issue of the CFR official journal, Foreign Affairs
written by Chief
of Staff of the U.S. Army, General Raymond T. Odierno who states, “Army forces will continue to be
ready to contribute to broader national efforts to counter those challenges at home, if needed. Our
reserve component soldiers remain the bedrock of the army's domestic response capability, but where
appropriate we will also dedicate active-duty forces, especially those with niche skills and equipment,
to provide civilian officials with a robust set of reliable and rapid response options.”
Decades ago I was astonished to find soldiers standing guard duty in front of the hotels, stores,
tourist attractions, transportation facilities, and everywhere that I went in China. Now it is becoming
a common site in America for everything from the Kentucky Derby to U.S. Army troops patrolling the streets of Samson, Alabama, after a murder spree; to
400 National Guard Combat Support Battalion troops deployed to “maintain public order” at the Boston Marathon; to
numerous reports of military check points being established on the public highways such as in San Bernardino County, California.
It has all become a part of daily lives as has the body search routine at the airports. While there
have been vocalized many complaints about the US Army involvement in civilian affairs, surely everyone
is now aware that the Northern Command is repatriating American troops such as the 3rd Infantry's 1st
BCT for a new dwell-time mission. According to the Army Times
'Helping people at home' has become a permanent part of the returning active U.S. Army with
troops doing “homeland patrols” and helping with “civil unrest and crowd control”.
The Washington Post reported on plans to station 20,000 more U.S.
troops inside America for purposes of “domestic security” from September 2011 onwards, an expansion of
Northcom’s militarization of the country in preparation for potential civil unrest following a total
economic collapse.
The U.S. Army War College’s Strategic Institute, warned in its report 'Known
Unknowns: Unconventional Strategic Shocks in Defense Strategy Development', that (p. 40)
“Widespread civil violence inside the United States would force the defense establishment to reorient
priorities in extremis to defend basic domestic order and human security,” adding that the military may
be needed to quell “purposeful domestic resistance”.
Most of the readers here are familiar with Garden Plot, Lantern
Spike, REX 84 although most of your neighbors, friends, co-workers and anyone else that you meet in
the general public are not. These are programs that involve secretive “scenario and drill” developed by
the federal government to suspend the Constitution, declare martial law, assign military commanders to
take over state and local governments, and detain large numbers of American citizens determined by the
government to be “national security threats".
I will not repeat here, the long littany presented in the previous newsletter, about
the arming of civilian police forces with military gear and weapons, and the
purchasing of multi millions of rounds of ammunition for government civilian
forces, and the well over a dozen other factors that I mentioned there.
The 2012 Final FEMA Report delineates whom they think the enemy to be as does
another Homeland Security
report that particularly highlights returning veterans. So Pogo, say, "Move over China - we have
now seen who our enemy is, and it us."
Let me reiterate, as I stated in the previous newsletter, that if these forces could actually restore
peace and security through martial law and bring about the unity of the nation, then I would think them
a good thing, but I suspect that they are going to be more a part of the problem, rather than a part of
the solution.
Whatever. The parts and pieces seem to now be coming into place for the great finale. Japan this week
experienced exceptional financial tremors. Severe enough to more assuredly affect the American shores
than ever did Fukishima. Syria is experiencing more deaths than at any previous time in its conflict.
Deaths are dramatically mounting in the Ukraine, and ISIS appears poised to execute a major campaign.
Greater conflicts this week, than in years, between Pakistan and India. While the doomed to failure
truce/peace talks have intensified between Israel and Hamas, and between the US and Iran, we never know
when some seemingly relatively insignificant event may trigger the whole affair.
For many months I held that the Great Final Battle of Armageddon would NOT occur until after the
century anniversary of the beginning of Armageddon on July 28th, 1914. That time/line is past, as of
July 28th, 2014 and train time is now anytime. This month, this year, next year - I do not know, but
all the necessary ingredients are in place except that I expect a global economic/financial collapse to
be a/the precipitating event.
All that I have presented here is old news to many of you, and those who have chosen to disregard it
and remain in the cities have already made their decision, so I am somewhat disgusted with myself for
continuing to harp on these matters. My doing so will neither bring it on, or delay it - but any who
are not aware by now can surely no longer be awakened.

Greetings SAFE Team!
For those who are actually reading this, I would say, "Hang in there!"
Around here, it's harvest time about one month early! The point is,
regardless of the time we have left, for whatever reasons, life
somehow goes on!

We have a choice, or series of choices to either put everything in our lives
on hold, waiting for the "Big Event" or we continue working and
planning for whatever the future might bring.
The more people I discuss this I with, the more I am convinced that we are
talking about a pretty small group of people, many of whom have
stubbornly decided to "do it on their own"!
It doesn't matter if you only belong to one Triad or network. The aim is to
maximize your efforts to maximize your positive outcomes. The way we do that
is what I've been harping about for so long - Networking! I keep stressing that
point because it is the heart and foundation of surviving AND thriving.
Please see what you can do, in the present, to establish productive relationships
with as many likeminded people that you can find. We'll need it!
