Do you Think This Is For Real?
Some have been calling this a hoax - but
I checked Snopes and Snopes does not have it.
"It" is a reputedly leaked government document.
Then I started to check two government source sites which were said to be original sources:

and
atiam.train.army.mil
But FireFox warned me the urls were not to be trusted:
The messages were:
Normally, when you try to connect securely, sites will present trusted identification to prove that you
are going to the right place. However, this site's identity can't be verified.
If you usually connect to this site without problems, this error could mean that someone is trying to
impersonate the site, and you shouldn't continue.
The following appears to be a verifiable government source stating that the document is genuine BUT
that it "was NOT intended for public release."

Analysis
In the final analysis you, the reader, will have to decide whether this document is real, and whether
its contents are of any significance to you. Some will be indignant that I publicize what is an
illegally obtained document. While leakers/whistle blowers like Snowden/Manning/Ellsberg/Felt/Assange,
and dozens of other truth tellers have been punished for their efforts to spread the truth, it is
common practice for the leaders of our society who lie to the public, to Congress and to everyone else,
to go completely unpunished, no matter how much money they steal through the Federal Reserve, or in
contracts of the Industrial military complex, or what evils they may perform in designated
assassinations of American citizens or others throughout the world, or in the torture of 'folks' in the
near or abroad. These evils have permeated every level and every institution of our society.
In the past I have pointed out how (what are called the detaining powers in this document) could be
local governments that have turned such things as car impound yards into potential detention
facilities by facing the barbed wire fencing at the top inwards to keep people in - rather than
outwards, to keep people out.
In the past I have provided pictures showing how there have been installed inconspicuous gates to shut
off the escape routes from lower economic sections of the cities, and have given the example of how the
bridge was closed at the time of the New Orleans hurricane.
In the past I have printed pictures showing the neat equipment that large cities have for the rapid
deployment of long rolls of razor wire.
In the past I have given you links to the many Presidential Executive orders that provide for the
confiscation of everything and anything that you could imagine.
In the past I have reported the news stories of the military shutting down whole communities in various
states in order to train the troops in the methods of doing civilian population control.
In the past I have reported the gigantic acquisitions by 'civilian services' of sufficient numbers of
bullets to shoot every American citizen a dozen times over.
In the past I have given you links to videos showing acquisition of massive numbers of grave liners
that could be used as mass coffins, and of great numbers of military types of battle vehicles being
distributed to local community police forces.
In the past I have discussed how police tactics have been changed, since I was a boy, from community
policing to Emergency Task Force military tactical types of procedures.
In the past I have reported numerous stories about how the civilian population is stopped for searches
and seizures on the highways, at the airline, bus and train terminals.
In the past I have discussed how completely telecommunications surveillance and on the street video
surveillance and now satellite and dirigible eye in the sky can track one's every move.
In the past I have discussed how completely controlled the media has become and that from that source
there is no clear and unbiased reporting. There is no transparency regarding what the government
does.
My list could go on regarding many more similar points, but no matter what I report, the general
response is - "Ho, hum. There is Beach ranting again about how everything is about to climax in the
collapse of society." Such may be the response, but I find this document to be one more fact to add to
the list.
In my paradigm - there is going to be total social breakdown resulting from economic/financial collapse
and this is what is going to lead to nuclear WW3. If the PTB perceive that paradigm - then the plan
described in this document is one that will be implemented primarily in the time leading up to the war
event. Those proposing the policies in this document are concerned about COG (Continuity Of Government)
and in retaining and defending those many immensely supplied secure underground fortresses that have
been developed for that purpose.
Do not misread me on this. I think all that is proposed in this document would be very good - if it
could be carried out. As I have repeatedly said - we would be very fortunate to have Martial Law after
the Great Catastrophe. However, I don't think things will work out well in the short run and that what
we have described here is simply a prescription for what will be attempted in the run up to the main
event.
In other words, what I am saying is that this document describes what is going to first be, and one
should really prepare themselves for that.
In the following left hand boxes are actual passages that I have selected from the document. You
can verify them in the document itself, using the link that I have given above.
In the right
hand boxes are my comments:
Civilian Internees
1-10. A CI is a civilian who is interned during armed conflict, occupation, or other military operation
for
security reasons, for protection, or because he or she committed an offense against the detaining
power. ... CIs are to be accommodated separately from ...
persons deprived of liberty for any other reason.

The claim that this is a hoax is based upon the concept that the civilians mentioned here are in OTHER
countries. That the hoax is in trying to say that it applies to US Citizens. You will have to make that
judgement for yourself.

SUPPORT TO CIVIL SUPPORT OPERATIONS
2-39. Civil support is the DOD support to U.S. civil authorities for domestic emergencies, and for
designated law enforcement and other activities. (JP 3-28) Civil support includes operations that
address
the consequences of natural or man-made disasters, accidents, terrorist attacks and incidents in the
U.S. and
its territories.

Right here you can see that this applies to using the US Army (DOD) against US civilians for:
a. U.S. civil authorities
c. designated law enforcement
all of which could be anything.
|
2-40. The I/R tasks performed in support of civil support operations are similar to those during combat
operations, but the techniques and procedures are modified based on the special OE associated with
operating within U.S. territory and according to the categories of individuals (primarily DCs) to be
housed
in I/R facilities. During long-term I/R operations, state and federal agencies will operate within and
around
I/R facilities within the scope of their capabilities and identified role.

Once again this speaks directly about:
"operating within U.S. territory"
How can one deny that, and say it applies only to other countries?
|
IDENTIFICATION
7-16. Individual identification photographs are taken of all prisoners. The prisoner’s last name, first
name,
and middle initial are placed on the first line of a name board, and the prisoner’s social security
number is
placed on the second line. A prisoner registration number may be added on the third line. Two front and
two profile pictures are taken of the prisoner. Fingerprints are obtained according to AR 190-47.

Note that this calls for the prisoner's SOCIAL SECURITY NUMBER.
How then could one say that this does not apply to US Citizens? |
Agencies Concerned With Internment and Resettlement
Operations
This appendix provides background information about the various types of
government and nongovernment agencies interested in I/R operations.
|
When noting the following list of agencies - continue to question why anyone would think that this
would be used against US Citizens in the US.
|
U.S. FEDERAL AGENCIES
E-1. The DOD, Department of Homeland Security, Federal Emergency Management Agency, and other
federal agencies provide support for I/R operations. Often, there is more than one federal agency
providing
support for I/R operations. These federal agencies may support nongovernment agencies and/or private
organizations in their I/R support roles.

Department of Homeland Security Federal Emergency Management Agency (FEMA)
sound like we are dealing with someone being in a foreign country?

DEPARTMENT OF HOMELAND SECURITY
E-4. In the event of a terrorist attack, natural disaster, or other large-scale emergency, the
Department of
Homeland Security is responsible for ensuring that emergency response professionals are prepared. This
includes providing a coordinated, comprehensive federal response to any large-scale crisis and mounting
a
swift and effective recovery effort.

This appears to say that DHS
(DEPARTMENT OF HOMELAND SECURITY)
is the one
responsible for the activities in this document - and that it is the US Army that will be doing their
bidding.

FEDERAL EMERGENCY MANAGEMENT AGENCY
E-5. The Federal Emergency Management Agency is responsible for leading the nation’s emergency
management system. Local and state programs are the heart of the nation’s emergency management system,
with most disasters being handled by local and state governments. When devastation is serious and
exceeds the capability and resources of local and state governments, states turn to the federal
government
for help. Once the President has declared a national disaster, Federal Emergency Management Agency
coordinates with its own response activities and 28 other federal agencies that may provide assistance.

Or it FEMA

that is responsible? I guess those two will have to sort it out. I am sure the government could never
be confused about such things.

E-8. The National Response Plan describes the basic mechanisms and structures by which the federal
government mobilizes resources and conducts activities to augment state and local response efforts.
...Federal assistance is
provided to the affected state by coordinating with the Federal Coordinating Officer, who is appointed
by
the director of the Federal Emergency Management Agency on the President’s behalf.

Once the bomb drops I guess everyone knows what they are supposed to do and there won't be any
squabbling as to who is supposed to do what. I hope that they will all get along very cooperatively
together. We certainly saw that in New York and New Orleans. Just ask the mayors there.

OTHER FEDERAL AGENCIES
E-9. Other federal agencies can provide advice and assistance in performing I/R operations. For
example,
the Department of Transportation has technical capabilities and expertise in public transportation and
the
Department of Agriculture has projects and activities ongoing in foreign countries and can provide
technical assistance and expertise upon request. Other federal agencies that can be resourceful in
planning
and implementing I/R operations are the U.S. Agency for International Development, Office of Foreign
Disaster Assistance, U.S. Information Agency, Department of Justice, Public Health Service, and ICE.

Good - other independent groups to offer their opinions and exert their control. But all in all, I
doubt that they will be that coordinated in the case of the total Catastrophe that I imagine.
|
PSYCHOLOGICAL OPERATIONS OFFICER
3-55. The PSYOP officer in charge of supporting I/R operations serves as the special staff officer
responsible for PSYOP. The PSYOP officer advises the military police commander on the psychological
impact of military police or MI actions to prevent misunderstandings and disturbances by detainees and
DCs. The supporting I/R PSYOP team has two missions that reduce the need to divert military police
assets
to maintain security in the I/R facility. (See appendix J.) The team—
* Assists the military police force in controlling detainees and DCs.
* Introduces detainees or DCs to U.S. and multinational policy.
|
This is one of the most interesting areas to me in this 326 page document. Really a book, and this
subject has a chapter all its own. Its subject is really how to control the thinking of the masses -
but it isn't totally clear as to what end.
|
3-56. The PSYOP team also supports the military police custodial mission in the I/R facility. The team—
* Develops PSYOP products that are designed to pacify and acclimate detainees or DCs to accept
U.S. I/R facility authority and regulations.
* Gains the cooperation of detainees or DCs to reduce the number of guards needed.
* Identifies malcontents, trained agitators, and political leaders within the facility who
may try to
organize resistance or create disturbances.
* Develops and executes indoctrination programs to reduce or remove antagonistic attitudes.
* Identifies political activists.
* Provides loudspeaker support (such as administrative announcements and facility
instructions
when necessary).
* Helps the military police commander control detainee and DC populations during emergencies.
* Plans and executes a PSYOP program that produces an understanding and appreciation of U.S.
policies and actions.
Note. PSYOP personnel use comprehensive information, reorientation, and educational and
vocational programs to prepare detainees and DCs for repatriation.

Yes, do be pacified and make sure that you have no inclination to becoming a political leader because
their are programs to remove antagonistic attitudes. As it says - the intention is to control you. Love
that phrase - " PSYOP personnel use comprehensive information, reorientation, and educational and
vocational programs to prepare detainees and DCs for repatriation." We used to call it 'brainwashing'.
|
K-9. The tactical PSYOP detachment conducts operations based on command information and PSYOP
pacification programs using a variety of media. Music and news (from approved sources), I/R facility
rules,
and in-processing instructions are broadcast using facility loudspeaker systems augmented by
loudspeaker
systems organic to the tactical PSYOP detachment. If available, supporting audiovisual teams produce
and
disseminate audio and/or video products. Printed products will be produced by attached print teams or
contracted print support, or through reachback capabilities. Products not directly related to I/R
facility
command information are subject to the PSYOP task force established approval process.

TOTAL freedom of speech and press - for the approved sources.
|
LOUDSPEAKER SUPPORT CONSIDERATIONS
K-11. The tactical PSYOP detachment commander should ensure that enclosure commanders include
PSYOP loudspeaker support in activities involving mass transfers between facilities and other
activities
(health and welfare inspections) or in circumstances where a facility has the potential of becoming
overcrowded. Limitations on resources available for I/R facility construction, combined with large
surges
of detainees arriving at the I/R facility, may result in temporary overcrowding. The potential for
disturbances increases dramatically when I/R facilities are overcrowded.

I included this one because it reminds me so beautifully of "1984" and "Brave New World". But, that is
just me.
|
INTERVIEW TEAM
K-13. The interview team is comprised of tactical PSYOP detachment personnel who are trained to conduct
interviews. If available, interview teams should be augmented with qualified MOS 97E interrogators to
increase team effectiveness. The interview team normally operates in the I/R facility processing area,
screening all or a representative sample of incoming detainees and DCs. Although MI units will likely
be
present in the facility, it is important for the interview team to maintain a separate operation.
Nevertheless,
the team must coordinate closely with MI personnel and other assets to obtain any PSYOP-relevant
information gathered in interrogations and must provide information of intelligence value gained from
passive collection by PSYOP personnel.
|
This is where the 'qualified' interrogators use the 'enhanced interrogation techniques'
described in another document released this week - if you get my drift.
|
K-14. The team uses interview notes and database software to collect information about each detainee
and
DC. The data is compiled and forwarded to the tactical PSYOP detachment or support element or directly
to the PSYOP task force for TA analysis. Information gained in PSYOP product pretests may be reported
directly to the CONUS-based product development company to accelerate the product development and
approval process. Information collected in PSYOP interviews should include the following information
about detainees and DCs:
* Length, depth, and type of involvement during the conflict.
* Previous or current occupation.
* Standard of living and financial state.
* Previous military training.
* Political and military indoctrination.
* PSYOP vulnerability and susceptibility.
K-15. The initial interview, conducted on arrival at the I/R facility, should include a numerical score
or
code that indicates the desirability to conduct a follow-up interview as time and the situation permit.
Detainees and DCs who are cooperative or possess information, skills, or characteristics of interest to
the
tactical PSYOP detachment should be interviewed in depth. The interview team specifically looks for—
* Malcontents, rabble-rousers, trained agitators, and political officers who may attempt to
organize
resistance or create disturbances within the I/R facility. Once these individuals are identified,
guards will normally confine them in isolated enclosures to deny them access to the general
population.
* Detainees and DCs willing to cooperate in setting up informant networks. These detainees
and
DCs should be referred to MI counterintelligence personnel, since as it is their responsibility to
run informant networks within the I/R facility.
|
So here is your job opportunity, "cooperate in setting up informant networks." This has been known to
be particularly appealing to children regarding parents.
|
AUDIOVISUAL TEAM
K-24. The audiovisual team can support three or more tactical PSYOP detachments when supporting I/R
operations. The audiovisual team uses organic equipment to produce and disseminate products to the I/R
facility population. The team supports the facility PSYOP program by disseminating entertainment
products, such as videos and music. This team gives the tactical PSYOP detachment the ability to
influence
detainee and DC behavior by providing or withholding something of value to the population. When
directed, the team disseminates products that support other PSYOP task force programs (reeducation,
reorientation, posthostility themes).
K-25. At a minimum, the audiovisual team should have the capability to edit audio and video products in
digital formats, provide edited audio products in compact disc and minidisc formats, disseminate video
products in video home system and digital video disc formats, project video with sound to large
audiences
within the facility, record and edit digital still photographs, and print limited numbers of PSYOP
products
in various sizes for use within the internment facility.

There are lots of good job opportunities - if you are a good team player.
|
6-92. Examples of standing orders for detainees may include the following:
* Comply with rules, regulations, and orders. They are necessary for safety, good order, and
discipline.
* Immediately obey all orders from U.S. military personnel. Deliberate disobedience,
resistance,
or conduct of a mutinous or riotous nature will be dealt with by force.
* Noncompliance or any act of disorder or neglect that is prejudicial to good order or
discipline
will result in disciplinary or judicial punishment.
* Do not establish courts or administer punishment over other detainees.
* Do not possess knives, sticks, pieces of metal, or other articles that can be used as a
weapon.
* Do not drill or march in military formation for any purpose except as authorized and
directed by
the detention facility commander.
|
So - if you wish to be a survivor, you may as well learn the rules NOW! The more prepared you are - the
more likely you are to survive.
|
Furthermore, the use of deadly force is preceded by warnings appropriate to the
circumstances. The continuum recognizes five basic categories:
* Lethal. Attempts to kill or inflict serious injury (using knives, clubs, objects,
firearms).
* Assaultive. Attempts to attack or inflict injury (striking with hands or feet, biting).
* Actively resistant. Does not follow orders and offers physical resistance, but does not
attempt to
inflict harm (bracing or pulling away, attempting to flee).
* Passively resistant. Does not follow orders, but offers no physical resistance to attempts
to gain
control (going limp).
* Compliant. Offers no resistance to instruction and complies with directions.
|
See - you have been warned. Now be compliant.
|
H-3. The continuum also incorporates five levels of force. (See figure H-1) Ideally, the service member
starts at Level 1 and progressively moves up the continuum until the detainee complies. However, the
use
of force is dictated by the actions of the subject during the encounter. Subject actions may escalate
or
deescalate rapidly, possibly skipping one or more levels. There is no requirement for the following
levels of
force to be applied in order:
* Level 1: Cooperative controls. Used to direct a compliant person (verbal direction, hand
gestures).
* Level 2: Soft controls. Used when cooperative control fails and the level of force required
escalates. They are designed with a low probability of causing injury (compliant or
noncompliant escort positions, use of hand and/or leg restraints).
* Level 3: Hard controls. Used when escort positions fail and the level of force required
escalates. They have a slightly greater possibility of causing injury (pressure points, joint locks,
oleoresin capsicum spray [such as pepper spray], electronic stun devices).
* Level 4: Defensive techniques. Used when hard controls fail and the level of force required
escalates. They also have a higher probability of causing injuries. (empty-hand strikes and
blocks, baton strikes and blocks, NLWs, and MWDs).
* Level 5: Deadly force. Used as a last resort when all lesser means have failed or would be
impractical.
|
You really don't want to get to Level Five in this game.
|
* Escapes. When deadly force has been specifically authorized by the head of a DOD components
and reasonably appears necessary to prevent escape.
|
Not playing the game is NOT a choice. That gets you an automatic Level 5.
|
RIOT FORMATIONS
H-42. Quick-reaction force teams should be established with a minimum response time. Because of the
physical nature of riot control, individuals in riot control formations should not carry rifles.
Nonlethal
attachments should follow closely behind the riot control formation. Lethal coverage must be provided
for
this entire formation. (See FM 3-22.40.)

This is where it gets nasty. See the next section.
|
DESIGNATED MARKSMEN
H-43. During a nonlethal engagement, the use of designated marksmen provides confidence and safety to
those facing a riot. If a lethal threat is presented, the designated marksmen in overwatch positions
(armed
with appropriate sniper weapons mounted with high-powered scopes) can scan a crowd and identify
agitators and riot leaders for apprehension and fire lethal rounds if warranted. Additionally, they are
ideally
suited for flank security and countersniper operations. (See FM 3-22.40.)
|
This is where it all was headed. You want to read this section several times. That guy with the scope
is your judge and executor. You don't want to be the wrong color or something. Curiously, this is the
very thing that the US was complaining about what was happening in the Ukraine when people were trying
to escape from the buildings that were set on fire. I hope you watched the videos.
|
CROWD DYNAMICS
H-44. Commanders must be concerned with crowd control and the dynamics caused by disaffected people
living in close quarters. Generally, the commander needs to be concerned about two types of
disturbances:
riots and disorders. I/R populations may organize disturbances of either type within the facility to
wear
down the guard force. (See FM 3-19.15.)
|
I/R populations stands for "Internment and Resettlement populations" - otherwise known as the
occupants of the FEMA camps. The remedy is provided in the box just above.
|
H-45. Simply being part of a crowd affects a person. To some extent, persons in a crowd are susceptible
to
actions different from their usual behavior. For example, crowds provide a sense of anonymity because
they are large and often temporary congregations. Crowd members often feel that their moral
responsibility
has shifted from themselves to the crowd as a whole. Large numbers of people discourage individual
behavior since the urge to imitate is strong in humans. People look to others for cues and disregard
their
own background and training. Only well-disciplined persons or persons with strong convictions can
resist
conforming to a crowd’s behavior. Crowd behavior influences the actions of the disorderly participants
and
the authorities tasked to control them. Under normal circumstances, a crowd is orderly and does not
present
a problem to authorities. However, when crowd behavior violates laws or threatens life or property, a
disturbance ensues.
|
The application of much that we are discussing here is in response to what will be masses of people in
the ghettos of large cities when they become disgruntled with the social/economic collapse. It won't be
a pleasant place to be. But then, I have mentioned to people that they should - "Get out of the
cities."
|
CROWD BEHAVIOR (246)
H-46. Social factors (leadership, moral attitudes, uniformity) may influence crowd behavior. Leadership
has a profound effect on the intensity and direction of crowd behavior. When blocked from expressing
its
emotions in one direction, a crowd’s frustration and hostility may be redirected elsewhere. The first
person
to give clear orders in an authoritative manner may become the leader. Agitators can exploit a crowd’s
mood and convert a group of frustrated, resentful people into a vengeful mob. Skillful agitators using
clandestine communications within the facility can reach large portions of the population and incite
them to
unlawful acts without having direct personal contact. In an I/R environment, any crowd can be a threat
to
law and order because it is open to manipulation.
|
First our society creates the problem - and then it provides the solution. Skillful
agitators, as mentioned here are otherwise known as agents provocateurs. The
facility can be the FEMA Camp, a ghetto, a prison, a university, or many other groupings. You have to
be creative about this.
|
Here at Ark Two
Massive amounts of news this week, but I am not covering it because I assume everyone knows that the
world is breaking up.
Friday, one person came. Today, three people came. Tomorrow, Sunday, we are supposed to have six here.
Nothing near the numbers that I was hoping for - but lots more than in most any other place.
Tom (KI Canada) called yesterday
and said he had talked to Shane (KI4U) this week -
and without my mentioning anything about it said -
that Shane had remarked that the more events intensify -
and the closer we get to the BIG Event -
the less interest there seems to be among preppers.
Christopher had noted the same thing in our Zoom Conference -
last Sunday -
and Jean and I had discussed the same thing a few days ago.
Everyone (who is involved in this way) notices it.
I personally think it is a Divine veil -
being drawn over the eyes of humanity -
because non-preppers are totally blind.
We just don’t seem to be able to get many people to help prepare now,
with the increasing intensity of world affairs each day.
Just this week China tested new satellite destroying missiles that sort of flabbergasted the US.
Blinding the eye in the sky and eliminating the GPS will be a major blow.
At the same time, Russia tested the US boundaries with more planes than they had in decades, and
confronted a US submarine.
The US started bombing ISIS - and the ISIS on-line news magazine was just a Wow!
US General killed in Afghanistan, increasing conflict in Gaza, a gigantic EU financial crises,
and much, much more, but as I said - I won't go there, because I have written so much already.
One thing that I should mention, is that Butch tells me that we have only about 30 copies of Society
AFTER Doomsday left. I doubt that we will have the opportunity to reprint, and these are the directions
that you will truly need when faced with the situation that this newsletter has been all about.

Greetings SAFE Team!
If you have not been feeling overwhelmed lately, then something
is probably seriously wrong with you! With all the recent events,
tragic as they are, most are beyond our personal means of affecting
change!
|
No matter how much time each of us has left, it's OUR responsibility
to be the change we want to see! As those of you who have been on
the ground floor of SAFE have realized, finding like minded people
is pretty hard when so many people have lost their minds!
Although we have amazing amounts of information, and amazing
resources at our finger tips, we are almost powerless to wake up
the sleep walkers all around us. Just what exactly does it take to
convince someone that the tide is rising - that the storm clouds are
already here?
Well, if folks have been so distracted, for so long; so conditioned for
so long; it could very well be time to focus on taking care of your
own family and those of a few friends, while we still have the time.
The amount of facts and evidence is out there for all to see. As the
futurist, George Orwell, described in his book "1984" language is
one of the first casualties of war. All the news services need to do
in order to keep us asleep to the truth is for them to use certain words
to cover up the obvious facts about how bad things have become.
Anything branded a conspiracy is the code word for crazy. And so on.
Good is bad, bad is good. You get the point. I hope that every day, each
of us find new ways to make positive changes - to keep investing in
our future, without letting the world and all its woes pull us into despair.
My message to all of our SAFE members is to guard your soul, your mind,
and your heart against all the strife happening in the world. Seek, as much as
practical, ways to serve your network AND your community while there's still
time. Stay focused, stay determined, stay SAFE!
